He mobilized the mijikenda into forming a pressure group – the Mijikenda Union As a member of the African Elected Members Organization, Ngala Pressured for more constitutional reforms for Africans. In 1955 he mobilized people from Mombasa to form the Mombasa African Democratic Union.
